Session Abstract:Exponential increases in mobile voice and data usage are driving a need for more coverage and system capacity, which requires a shift from macro towers to 4G HetNets and ultimately 5G. Unlike macro towers, HetNets are more numerous and must be sited close to subscribers; which means municipal leaders are encountering increased resident feedback about aesthetic issues and concerns about possible negative impacts to property values. As 4G HetNet deployments continue, and 5G becomes a reality, the need for better cooperation between the wireless industry and municipal governments has never been greater. In late 2018 the IEEE Future Networks team approved the creation of the 5G Deployment Working Group - which is tasked with ensuring the aesthetic needs of municipal governments regarding wireless equipment is understood by hardware vendors and their product managers.

This IEEE SCV ComSoc panel will bring the co-chairs of the IEEE 5G-DWG to the stage to examine the problem and possible solutions from the perspectives of both the industry and municipal government.

Speaker: David Witkowski, Executive Director - Civic Technologies, Joint Venture SV

Bio: David Witkowski is a wireless and telecommunications industry veteran. After serving in the U.S. Coast Guard and earning his B.Sc. in Electrical Engineering from UC Davis, he held managerial and leadership roles for companies ranging from Fortune 500 multi-nationals to early-stage startups. David is the Founder & CEO of Oku Solutions LLC and serves as the Executive Director of the Wireless Communication Initiative at Joint Venture Silicon Valley (www.jointventure.org/wireless). He also serves as Chair of the 5G Deployment Working Group at IEEE Future Networks, Co-Chair of the GCTC Wireless SuperCluster at NIST, on the Board of Expert Advisors for the California Emerging Technology Fund, and is a Senior Member in both the IEEE and the Radio Club of America.

Speaker: Dolan Beckel, Director, Civic Innovation and Digital Strategy, City of San Jos

Bio: Dolan Beckel is Director, Civic Innovation and Digital Strategy at City of San Jose. He is responsible for Digital Inclusion and Broadband Strategy in the Office of Civic Innovation & Digital Strategy, San Jose. Dolan is a former telecom industry management consulting, entrepreneur, and University of California at Berkeley engineering graduate who is passionate about equity and social justice.

Speaker: Tim Page, Site Acquisition Manager, Crown Castle

Bio: Tim Page is Site Acquisition Manager at Crown Castle, Pleasanton, CA. He has more than 20 years of land development, planning, engineering design and construction management experience in the Sacramento region. Particular expertise concentrated in projectment of existing facilties modifications and new construction including those of the mobile communication infrastructure.
